North Carolina EVV Model: State-Designated Aggregator
North Carolina uses a state-designated EVV model where providers can use the state’s EVV vendor, Sandata, or an approved alternative system (like CareBridge or HHAeXchange) offered by their Managed Care Organization (MCO). NC Medicaid oversees the EVV program, and Sandata serves as the statewide data aggregator.
Regardless of which system an agency uses, all EVV visit data must be submitted to Sandata to meet NC Medicaid compliance requirements
EVV is required for the following services:
• Community First Choice (CFC)
• Personal Assistance Services (PAS)
• In-Home Respite
• Home Health Aide
• Nursing & Attendant Services under Medicaid
EVV is required for these delivery models:
- Managed Care Organizations (MCOs)
- Fee-for-Service (FFS) Medicaid
- Consumer Directed Services (CDS) models
Provider EVV Responsibilities
• Use an NC Medicaid–approved EVV system
• Collect the 6 federally required data elements
• Complete EVV training and system onboarding
• Submit visit data to the Sandata Aggregator
