Texas EVV Model: State-Mandated External Vendor

Texas operates under a state-mandated EVV model, meaning all providers must use an approved EVV vendor from the state’s list or utilize a proprietary system that has passed certification. The Texas Health and Human Services Commission (HHSC) oversees the EVV program, with Texas Medicaid & Healthcare Partnership (TMHP) managing data aggregation.

Texas currently contracts with two state-approved EVV vendors:

  • HHAeXchange
  • First Data/Tellus (now Netsmart)

All EVV data—regardless of which system is used—must be transmitted to the EVV Aggregator operated by TMHP for Medicaid compliance.

EVV is required for the following services:

• Community First Choice (CFC)
• Personal Assistance Services (PAS)
• In-Home Respite
• Home Health Aide
• Nursing & Attendant Services under Medicaid

EVV is required for these delivery models:

 

  • Managed Care Organizations (MCOs)
  • Fee-for-Service (FFS) Medicaid
  • Consumer Directed Services (CDS) models
