The Hardship: Higher Rates, Higher Stakes

Kansas has moved into the 2026 Fiscal Year with a significant rate increase for HCBS services, specifically introducing "Super Tiers" for Residential (T2016) and Day Services (T2021). While the $283.87 daily rate for Super Tier 1 is a win for provider sustainability, it comes with a "zero-tolerance" policy for documentation gaps.

RCM Insight: The 15-Minute Increment Trap

Even though Residential is a daily rate, KanCare MCOs are increasingly auditing against 15-minute service logs to justify that "Super Tier" level of care. If a provider bills for a day but the staff log shows a 30-minute gap in active support, the MCO may down-code the entire day to a "Regular Tier," resulting in a massive revenue loss that is nearly impossible to appeal once the claim is processed.
