The Hardship: Growth Hits a Ceiling

Effective January 27, 2026, the Minnesota DHS—under federal direction—implemented a 6-month freeze on new provider enrollments for 13 high-risk categories, including Adult Day Services and Individualized Home Supports. For agencies looking to expand to meet the growing IDD waitlist, the door is effectively locked.

RCM Insight: The Expedited Revalidation Tightrope

The freeze doesn't just stop new players; it puts existing providers under the microscope. Enrolled providers are now subject to Expedited Revalidation. If your RCM or compliance team misses the revalidation window or submits incomplete ownership disclosures, your billing ID could be deactivated. Because of the freeze, you cannot simply "re-apply" to fix a clerical error—you are stuck in a non-billing status for the duration of the moratorium.
